Create a new project

1. Clone repository Starbase.
2. Gitlab CI/CD:
   1. Disable autodevops.
   2. Disable runner por defecto.
   3. Activate runner "Runner-RCS".
      1. Go to "Menu > Admin Area > Runners".
      2. Search "Runner-RCS".
      3. Click on edit.
      4. Unlock to current projects.
      5. Save changes.
      6. Refresh gitlab cloned project CI/CD.
      7. Back to "Runners".
      8. Activate "Runner-RCS".
      9. Back to "Runner-RCS" edit page.
      10. Lock to current project.
      11. Save changes.
   4. Add variables of Gitlab CI.
